U.S. to Station Osprey Aircraft at Base in Mainland Japan

미국 공군은 ‘오스프리’(CV-22 모델) 수송기 10대를 2021년까지 일본에 배치할계획이라고 미 국방부가 최근 발표했다.

오스프리는 프로펠러 엔진의 방향을 바꿔 수직이착륙을 하는 ‘틸트-로터’형 수송기로 현재 해병용(MV-22)과 공군용(CV-22)으로 구분돼 있는데, 그 중 공군용은 특수부대원 32명이나 4.5t의 화물을 싣고 약900 ㎞를 비행할 수 있다.

미 국방부는 일본 도쿄 외곽 요코다 기지에 2017년 하반기에 ‘오스프리’ 3대를 우선 배치하고, 나머지 7대는 2021년까지 단계적으로 보낼 예정이라고 밝혔다.

현재 일본 오키나와 미군기지에서는 오스프리 수송기가 배치되어 있는데, 이번요코다 기지 투입은 일본 본토에 이 수송기 기종이 배치되는 첫 사례가 된다.

미 국방부는 오스프리 수송기가 배치되면 미군 특수부대가 일본과 아시아-태평양 지역에서 자연재해를 비롯한 위기 또는비상상황에 신속하게 대응할 수 있음은 물론 일본 자위대와의 상호협력을 강화할 수 있을 것이라고 설명했다.

하지만 오스프리 시리즈 수송기는 심각한 사고 기록을 가지고 있다. 일부 전문가들은 수색 및 구조 활동 등 저고도 비행임무에 많이 쓰인다는 특성 때문에 CV-22기종이 사고에 더 많이 노출되어 있다고 지적한다. 사고 기록을 살펴보면, 작년 10월 페르시아만에서 갑작스런 엔진정지로 일어난 추락사고에서 해병대원 한 명이 사망했으며, 2012년에 미국 플로리다주와 모로코에서 일어난 두 건의 사고로 인해승무원들이 사망하기도 했다.

이 때문에 동 기종의 뛰어난 성능과 안전성에 대한 펜타곤 측의 거듭된 설명에도 불구하고, 이번 배치계획은 요코다 기지인근 주민들의 반대에 부딪칠 가능성도 있는 것으로 판단된다.

The U.S. military will begin deploying CV-22 Osprey transport aircraft at Yokota Air Base in a Tokyo suburb from 2017, the Pentagon announced last month.

The Defense Department added that it plans to first send three units to Yokota in the second half of 2017 and seven others by 2021.

It will be the first deployment on the Japanese mainland of the tilt-rotor aircraft, currently used in Japan’s southwestern island of Okinawa. The plane is capable of carrying 32 troops, or45 tons of freight, and flying up to 900 km.

“The CV-22 Osprey is a highlyadvanced aircraft with unique capabilities and an excellent operational safety record,” the Pentagon said.

The deployment reflects Washington’s “steadfast commitment to defending Japan” and to put its most advancedtechnologies forward as part of the U.S.
policy to rebalance its armed forces in the Asia-Pacific region.

While the Osprey has a record of serious accidents including fatalities, some experts see the CV-22 model, an Air Force variant, as more accident-prone than the MV-22, a Marine Corps variant, because its use in search-and-rescue missions puts it in more demandingconditions like low-altitude flight.

A marine from the crew of an MV 22 was killed in an accident in October last year in the Persian Gulf after the aircraft apparently lost power suddenly, according to the Pentagon. In 2012, members of the crews were killed and injured in two crashes involving the Osprey in Florida and Morocco.

In this context, the CV-22 deploymentplan is expected to meet opposition from residents living near the base amid lingering concerns over the aircraft’s safety.
