Pentagon Calls for China to End Land Reclamation in S. China Sea

미국 애슈턴 카터 국방장관은 지난 달 미국을 방문한 판창룽 중국 중앙군사위원회부주석과 만난 자리에서 현재 중국이 남중국해에서 진행 중인 인공섬 건설 중단을 요구했다. 하지만 카터는 미·중간 군사교류를확대하겠다는 미국의 의지도 강조하였다.

이에 판부주석은 “지속적이면서도 실질적인 미·중간 군사대군사교류”를 더욱 발전시키는데 노력할 것을 다짐했다고 미국방부는밝혔다.

미국무부는 또 이와 같은 카터 장관과 판부주석의 의견 교환은 양국의 견해차를 건설적으로 해소하기 위한 쌍방 협력뿐 아니라 인도적 지원, 재난대응, 평화유지, 해적퇴치 등의 분야에서 상호 협력을 더욱 공고히 하겠다는 양국의 의지에서 비롯된 것이라고 말했다.

카터 장관은 현재 남중국해를 둘러싼 해양영토분쟁에 대한 미국의 우려를 재차 밝히면서 국제법의 테두리 내에서 중국과 상대국들이 분쟁해역에서 인공섬의 건설이나요새화 등을 멈춰줄 것을 요구하였다. 그는또 양국 공군기들이 근접거리에서 작전을 수행할 경우 사고위험을 줄이는데 목적을둔 양해각서를 양국이 오는 9월까지 결론짓도록 협력할 것임을 재차 확인하였다.

판 부주석은 그의 한 주간 계속된 미국 방문일정 중에 펜타곤 외에 수잔 라이스 국가안보담당 대통령보좌관과 만나기 위해 백악관을 방문하였고, 로널드 레이건 항공모함과 다수의 미군기지를 방문한 것으로 알려 졌다.

주미 중국대사관 측은 판 부주석의 이번방미는 9월로 예정된 시진핑 주석의 방미 준비를 위한 목적도 있다고 밝혔다.

중국 정부는 지난 5월 미국이 보낸 첩보기가 중국이 현재 남중국해에 건설 중인 인공섬 근처를 비행한 것을 두고 강하게 비난하고 있다. 중국은 그러한 인공섬 건설이 자국의 권리임을 주장해오고 있다.

U.S. Defense Secretary Ash Carter met General Fan Changlong, a deputy head of China's powerful Central Military Commission, and reiterated a U.S. call for an end to land reclamation in the South China Sea while stressing that the Pentagon remained committed to widening military contacts with China. In response, Fan stressed his commitment to develop “a sustained and substantive U.S.-China military-tomilitary relationship,” the Pentagon said.

The Pentagon also said this would be based on a shared desire to deepen cooperation in areas, including humanitarian assistance, disaster response, peacekeeping, counter-piracy, as well as “constructive management of differences”.

Repeating U.S. concerns about growing tensions in the South China Sea, Cartercalled on China and all rival states to halt land reclamation and militarization of disputed territory, and to pursue a peaceful resolution in accordance with international law, the Pentagon statement said. Carter also reaffirmed his commitment to reach a consensus by September on a memorandum of understanding aimed at reducing the risk of accidents when the two countries' aircraft operate in close proximity.

Fan's visit to the Pentagon was part of a week-long visit to the United States, which will include a meeting with U.S. National Security Adviser Susan Rice at the White House on Friday. He also made a tour to the aircraft carrier USS Ronald Reagan and U.S. military bases during the visit.

The Chinese embassy in Washington said that Fan's trip was aimed at preparing the way for a visit to the UnitedStates by Chinese President Xi Jinping scheduled for September.

China strongly protested to the United States in May after a U.S. spy plane with a television crew aboard flew over an area close to artificial islands China is building in the South China Sea. China says it has the right to build such islands.
