Iran’s Guardian Council Approves Nuclear Deal

성직자와 민간 법률가로 구성된 이란 ‘헌법수호위원회’는 강경주의자들의 반대에도 불구하고 지난 달 주요 6개국(유엔 안보리 5개 상임이사국과 독일)과 합의한 역사적인 핵 합의 이행(JCPOA·포괄적 공동행동계획)을 승인했다. 이날 ‘헌법수호위원회’가JCPOA를 승인함으로써 이란은 핵 합의와 관련된 모든 시행 절차를 마무리하게 됐다.

이란 국영 TV는 이란 최고 정책 결정 기구 가운데 하나인 헌법수호위원회가 의회가 통과시킨 핵 합의 이행 법안을 최종 승인했다고 보도했다. 모든 법안은 12명으로 구성된이 헌법수호위원회의 승인을 거쳐야 법제화가 이뤄지는데 이 위원회 구성원의 절반은 이란 최고 지도자인 아야톨라 알리 하메네이에 의해 임명되고 나머지 반은 의회의 동의를 얻어 사법부의 수장인 선출한다.

이란과 주요 6개국은 지난 7월 이란 핵 프로그램을 제한하는 대신 국제 제재를 해제하는 내용의 역사적인 핵 합의를 도출했다.

이란 의회에서 통과한 이 법안은 이란의 ‘최고안전보장위원회’에게 합의안 실천에 대한 모든 책임을 부여함과 동시에 주요 6개국이 이란에 대한 기존 제재를 해제하지 않거나, 새로운 제재를 추가할 경우 합의를 파기할 수 있도록 했다.

An Iranian council composed of senior officials and clerics has approved implementing the Middle East nation’s landmark nuclear deal with six world powers, sealing the final required step in the process despite hard-liners' efforts to block the deal.

Iranian state television reported last month that the 12-member “Guardian Council”, one of the top leadership bodies in Iran’s cleric-ruled system, gave final approval to the Joint Comprehensive Plan of Action (JCPOA) that had been ratified by parliament to implement the deal.

The council, half appointed by Iran’s Supreme Leader Ayatollah Ali Khamenei and half by the state’s judicial chief withparliament’s approval, must sign off on all bills before they become legitimate in Iran.

Iran and the six world powers -- the United States, Britain, France, Russia, China and Germany – reached the historical nuclear deal in July to lift U.S.-led economic sanctions imposed by the U.N. Security Council in exchange for limits on Tehran’s nuclear development program.

The approved bill grants full responsibility for implementing the deal to Iran’s Supreme National Security Council, the top security body of the country, while allowing Iran to retract from the agreemen t if the world powers do not lift sanctions, impose new sanctions or restore previous ones.
