 중국군 최고 통치기구인 중국공산당의 중앙 군사위원회는 현재 ‘총참모부, 총정치부, 총후근부, 총장비부’로 이뤄진 군 최고사령부의 ‘4총부’ 체제를 중앙군사위원회가 직접 관할하는 15개의 직능체제로 전환했다.

중국 관영매체 보도에 따르면 시진핑 국가주석은 지난 달 중앙군사위가 230만 명에 달하는 중국인민해방군을 통솔하는 군 최고통합사령부의 구조를 전면적으로 개편할 것을 지시했다.

이번에 개편된 군 지휘체계에 따르면 중앙군사위 판공실과 더불어 연합참모부, 정치공작부, 후근보장부, 장비발전부, 훈련관리부,국방동원부 등 6개의 직능 부서가 신설됐다.
또, 정법위, 기율검사위, 과학기술위 등 3개의 위원회와 전략규획판공실, 개혁편제판공실, 국제군사협력판공실, 기관사무관리총국, 심계서 등 5개의 직속기구도 설치됐다.

중국 신화사 통신은 중앙군사위원회 위원장직책을 겸하고 있는 시 주석이 이번 군 최고사령부 개편을 더욱 강성한 인민해방군을 구축하는데 있어서 결정적인 “계기”이자 “중요한발걸음”으로 묘사했다고 보도했다.

아울러 시 주석이 군 최고지휘관들에게 중국공산당 중앙위원회와 중앙군사위원회의 강령을 적극적이면서도 절대적으로 따라줄 것을 지시하였다고 중국 언론들은 밝히고 있다.

시 주석의 이번 국방‧군대개혁은 본인이 이끌고 있는 공산당 중앙군사위원의의 절대적인 권 위를 재확립하고 인민해방군의 구조를 현대화 하는데 주안점을 두고 행해진 것으로 알려졌다.

시 주석은 그 동안 약 30만 명 가량의 비전투 인력을 감원하여 미국 다음으로 세계 최강의 전 투력을 자랑하는 인민해방군의 비대한 몸집을 줄이기 위해 노력해온 것으로 알려져 있다.

China has shaken up the structure of its military by reorganizing the four military headquarters -- staff, politics, logistics and armaments -- into 15 new agencies under the direct authority of the ruling Communis t Party of China’s (CPC’s) Central Military Commission (CMC).

According to China’s state media, Chinese President Xi Jinping last month ordered the reorganization of the military headquarters’ structure in a sign of further cementing his firm control over the 2.3 million-strong armed forces.

The reorganized structure includes six new departments -- joint staff, political work, logistical support, equipment development, training, and national defense mobilization. There are three commissions -- politics and law, discipline inspection, and science and technology -- as well as the general office and five more: administration, auditing, international cooperation, reform and organizational structure, and strategic planning.

Xi, also general secretary of the CPC Central Committee and chairman of the CMC, described the reshuffle as “a breakthrough” and “a crucial step” toward a stronger military, according to China’s Xinhua News Agency, calling for military leaders to unswervingly follow the CPC’s absolute leadership over the armed forces. Xi also urged the military commanders to “frequently, actively and resolutely” align their direction with the CPC Central Committee and the CMC, according to the Chinese media.

The move is widely seen as a push to reaffirm the absolute authority of the ruling party commission chaired by Xi and modernize the military's organizational structure.

The Chinese leader has reportedly been pressing for downsizing the military, the world’s second largest after the U.S. armed forces, by 300,000 members to eliminate non-combat-related functions..
