중국이 군사기지화 확대를 꾀하고 있는 남중국해의 서사군도(西沙群島, 파라셀 군도)에서대규모의 새로운 항만공사를 시작했다고 외신들이 지난 3월 중순 보도했다.

이러한 중국의 움직임은 베이징 정부가 자국의 군사영향력을 강화하기 위한 입장을 지속적으로 유지하고 있고, 남중국해상의 암초와 섬들 간 네트워크를 구축하고자 하는 포부를 그대로 나타내고 있는 것으로 받아들여진다.

로이터 통신 등 외신보도들은 지난 3월 초에 촬영된 위성사진을 분석한 결과 중국 준설선들이 서사군도의 베이다오(北島)에서 군사시설을 위한 항만건설의 준비공사를 진행하고 있는 모습이 포착됐다고 전했다.

China, seeking to expand its influence in the South China Sea, has reportedly started new large-scale construction work in the waters around the disputed Parcel Islands in the sea, according to foreign media reports.

The latest development is widely seen as a sign that Beijing is proceeding with its stance to shore up its military reach across the waterway, revealing its ambitions to build up its network of reefs and islets in the South China Sea.

According to reports of the Reuters news agency and other foreign news media outlets, new satellite imagery taken in early March of North Island of the Parcel Islands indicates that the construction work is aimed to prepare for a harbor in which military installations could be built.

중국은 미국 트럼프 행정부를 자극하는 행위는 자제하고 있으나 가장 최신 첩보분석에 대한 브리핑을 받은 서방 외교관들은 베이징 정부가 여전히 자국 영해의 “뒤뜰”을 지배하고자 하는 노력을 경주하고 있다고 밝혔다고 로이터 통신은 전했다.

최근 중국은 임시로 융싱다오에 전투기를 운용하는 것은 물론 지대공 미사일을 배치해 이 섬의 군사거점화를 서둘러왔다.

이와 같은 외신보도에 대해 중국 국방부는 베이다오에서 진행되는 어떤 공사에 대해서도 알지 못한다고 주장했다.

한편, 지난 1월 임명된 렉스 틸러슨 미국 국무장관은 중국의 인공섬 건설을 중단시키고 남중국해 접근을 용납하지 않도록 할 것이라 고 경고해 왔다.

The still images, provided by private satellite firm Planet Labs, have confirmed some reports released in January, that the work continues on Tree Island and reefs and other features in Paracels. The islands are also claimed by Taiwan and Vietnam.

Beijing is trying to avoid overtly provocative moves against the young Donald Trump administration but diplomats who have been briefed on the latest Western intelligence assessments said that China is pushing for its efforts to dominate the maritime “backyard”, Reuters reported.

In recent times, China is known to have hastened to build a military base on Woody Island by not only stationing surface to air missile launchers but also cracking jet fighters there on a temporary basis.

In response to the media reports, China's Defense Ministry said it was not familiar with any work at North Island.

Since his appointment in January, U.S. Secretary of State Rex Tillerson has warned that Washington will keep China from creating artificial islands in the South China Sea and also restrict Beijing from making access to the islands in the sea.
