Tensions growing around disputed water
of South China Sea

미국과 중국이 잇따라 자국군 수뇌부를 중국과 주변국간 영유권 분쟁이 벌어지고 있는 남중국해에 파견함으로써 양국간 갈등이 증폭되고 있다.

지난 달 중순 남중국해 해역에 위치하고 있는 미국의 최정예 항공모함 존 C. 스테니스호를 방문한 바 있는 애슈턴 카터 미 국방장관은 기자회견에서 지난 3월부터 미국은 필리핀과 함께 남중국해 합동 순찰을 시작했다고 처음공개하며, 앞으로 양국은 정기적으로 합동 순찰을 할 방침이라고 밝혔다. 미국은 거의 300여명에 달하는 공군, 해병 병력과 전투기 등을 4월말까지 필리핀에 주둔시킨 것으로 알려지고 있다.

Tensions between the United States and China have been growing as top military officials from both of the two superpowers visited the disputed water of the South China Sea.

U.S. Defence Secretary Ash Carter last month visited the aircraft carrier USS John C. Stennis dispatched to the disputed water of the South China Sea and revealed Washington’s new military agreement with the Philippines that the two countries will regularly carry out joint naval patrols in the sea. Carter also confirmed news reports that the two allies already began their joint patrol in March. The Pentagon is said to hav estationed American combat troops, including some 200 airmen and 75 marines, as well as a contingent of U.S. military aircraft in the Philippines until the end of April.

카터 장관은 필리핀을 방문해 미국과 필리핀의 정례 합동군사훈련인 ‘발리카탄’을 참관한 후 스테니스호에 탑승했는데, 남중국해에서 카터 장관이 항모에 승선한 것은 두 번째다. 그는 지난해 11월에도 항모 시어도어 루스벨트호에 올라 남중국해 보르네오 북서부 해역을 순시했다.

스테니스호를 방문한 카터 장관은 “미국은 앞으로도 이 지역(아시아-태평양 지역)이 평화와 안정을 유지할 수 있도록 그 역할을 지속할 것”이라고 밝혔다. 카터 장관은 또 “과거 수십년간 그러했듯이 우리는(미국은) 아시아-태평양 동맹국들이 다가오는 세대에서도 번영과 안정을 유지할 수 있도록 맡은 바 책임을 다할 것”이라고 말했다.

이에 중국은 즉각 최근 판창룽(范長龍) 중앙 군사위원회 부주석의 남중국해에 위치한 도서 지역 방문 사실을 공개하며 카터 장관의 남중 국해 행보에 맞섰다. 판 부주석은 중국군에서 서열상 통수권자인 시진핑(習近平) 국가주석 겸 중앙군사위 주석 바로 아래의 인물로 최고 위급 군인이다.

Carter boarded the aircraft carrier Stennis when he observed “Exercise Balikatan 2016”, a regular joint military drill between the U.S. and the Philippines, which was staged in Antique, the Philippines. It wa s Carter’s second such South China Sea sail.

Last fall, he was on another U.S. aircraft carrier USS Theodore Roosevelt as it sailed northwest of Borneo.

“The United States intends to continue to play a role in keeping peace and stability in this region’” said Carter during his visit.

“As long as we remain steadfast in that commitment as we have for decades, we wi ll continue to ensure the Philippines remain secure, and the Asia-Pacific remains a region where everyone can rise and prosper for generations to come.”

In response to Carter’s visit to the Stennis, China’s Vice-Chairman of the Central Military Commission Fan Changlong made a rare visit to an archipelago in the South China Sea last month. General Fan is the highest military official only second to the country’s commander-in-chief, President Xi Jinping.

China’s Defense Ministry in a statement said that Fan, accompanied by a group of senior officials from the military and the relevant government agencies, had visited the Nansha Islands, or the Spratly Island group, in the South China Sea.

남중국해에 위치한 ‘난샤군도’(南沙群島: 스프랫틀리 군도로 알려짐) 도서 지역을 방문해 그 곳 군사 시설 등의 건설 상황을 둘러보고 주둔 장병들과 건설 근로자들을 격려했다고 밝혔다.

이 발표문은 난샤 도서지역에서 진행 중인국제사회 공익서비스를 위한 등대, 자동기상관측소, 해양관측센터, 해양연구시설 등의 건설 프로젝트는 순조롭다고 밝히면서 항행 안전을 위한 등대 5곳은 이미 완공됐으며 이 중4곳은 정식으로 가동에 들어갔다고 덧붙였다.

중국 국방부는 이미 미국과 필리핀의 남중국해 합동 순찰 계획에 대해 양국이 합동 순찰을 전개함으로써 해당 지역의 군사기지화를 추진하고 있다며 강하게 반발한 바 있다.

중국 외교부도 미국의 증강된 필리핀 지원에 대한 비판 성명을 통해 미국, 필리핀의 행동은 “지역 국가 간의 관계 악화, 지역의 모순 격화, 긴장 고조, 남중국해 안정 훼손 등을 초래 하고 있다”며 비판했다.

또 중국 외교부 루캉 대변인은 연이은 정례브리핑에서 “미국이 말하는 항행의 자유는 실제로는 군사적 항행의 자유”라면서 “이에 대

The ministry statement also said that the projects, serving for the good of the international community and ranging from lighthouses, automatic weather stations, oceanic observation centers to facilities for maritime research, were progressing smoothly. Five lighthouses for ensuring navigational safety have been completed, with four of them officially put in to use, it added.

The ministry has condemned the joint U.S.-Philippine maritime patrols in the disputed South China Sea areas as the allies’ plan to turn the islands into theirmilitary base.

China’s Foreign Ministry has also criticized increased U.S. military support for the Philippines, saying that the U.S.

move has been deteriorating relations among the regional states, inciting regional contradictions and sabotaging regional peace and stability.

China’s Foreign Ministry spokesman Lu Kang said at a press briefing following Carter’s visit to the Stennis, “Perhaps the US refers to the safety and freedom of military navigation (in the South China Sea), if so, countries of the region and many countriesaround the world all hope that international
